India actively participated in the deliberations of the fourteen-nation Geneva Conference held in 1954 to end hostilities in war-torn Indo-China. The Geneva Agreement established three-power (India, Canada & Poland) 'International Commissions for Supervision and Control for the three states of Cambodia, Laos and Vietnam. India was requested to provide the Secretariat for the Commissions as also some of the other common-user facilities, including the postal service.

Accordingly four Indian Field Offices were established-two in Vietnam (Saigon: No 742 and Hanoi: No 743). and one each in Laos (Vientiane: No 744) and Cambodia (Pnom Penh: No 745).

After a short spell, during which ordinary Indian stamps were used, a set of 15 specially over printed stamps (5 for each Commission) was issued on 1-12-1954 for use at these F. P. Os. Five values of the Archeological Series, which were then in use in the country were overprinted 'Antar-Rashtriya Ayog, Cambodge (Laos) Vietnam' in Hindi for this purpose.
