A new set of 8 overprinted stamps was issued on 2nd October 1968 to coincide with Mahatma Gandhi's 99th Birth Anniversary. As the FPOs at Pnom Penh (Cambodia) and Hanoi (Vietnam) had already been closed down, these stamps were meant for use of the FPOs at Vientiane (Laos) and Saigon (Vietnam). The overprints were made on specimens of the current Indian definitive series - the same overprint viz., 'ICC' being used for both Laos and Vietnam.
Note : Some quantity of the 15 'Map Series' stamps (with 'Star' Wmk) overprinted for use in Cambodia, Laos and Vietnam, was further overprinted 'SPECIMEN' in black for presentation by the P&T Department.
