This message was printed on 2 sides of the four panes of printing sheet. It means that the location of this slogan will be, on any two parallel sides of the stamp. Therefore, it can be collected as one single copy for general collection or four corners from 4 different sheets for specialized collection. It can still be enlarged , if the stamps are with traffic lights - four corners with traffic lights and four corners without traffic light can be collected.
